In the aftermath of a bombing at City Hall, Mayor Nakano agrees to hire Saint's Magistrate to stop the wave of violence in Gotham. After Batman escapes from Peacekeeper-01 with the help of Ghost-Maker and Harley Quinn, Peacekeeper-01 targets Miracle Molly and the Unsanity Collective.
As Ghost-Maker continues to battle his way to Madam Midas, the Instigator relates to Midas about his past encounter with Ghost-Maker and gives Midas advice on how to defeat Ghost-Maker.
