After stopping a robbery in Lex Luthor's tower, Superman learns that a young boy, Darryl Connors, has identified him as being responsible for the arson fires. Superman and Melody Moore learn that a bald man paid Darryl to implicate Superman. Unknown to Superman, that bald man is part of a secret criminal empire that has been operating in Metropolis for years under Superman's nose.
Issue includes a free code that can be redeemed for a digital version of the issue.
